Quite right, ShadowRider. As unstable as the new government of Iraq is,
the last thing they need is a PR event that places moderates on the other side of the political fence, screaming for the only thing that is keeping said government in place, the American and Coalition military.  Hopefully, you'll be right, and the military powers-that-be will see beyond the CYA business-as-usual investigation and present the Iraqis with a detailed and well-documented investigatory report that will satisfy their most vehement accusers.

PR and perceptions
I agree that the slighest supicions that the people of Iraq and Muslims in general can become millstones around the U.S. effort. The trick is to dignify any concerns the Iraqi people and Muslims have in resolving the issue and not appear to be  justifying the actions of anyone involved. PR in nation building is a essential tool and, although not everyone will be convinced of the honorble intentions of the U.S., ignoring or discounting the issues of the potentiol PR diaster will only increase the pain and costs, in money, time, and bloodshed.
