You've asked a question so it means I've missed out somewhere. The "kilt" that women wear is called another name, pleats /braided skirt. Pleats accentuate to draw attention.

There were many jokes on the Scottish kilt and the lack of attire underneath them. Even the old boys' night gowns look queer.

Excellent pun on the individual's graduation prom. The parents could have initiated the crossover with cross dressing. But dress can also be a unisex word.
