Nice try, Miss Mary. The Louisiana Dept. of Homeland Security does sound federal, but this is an independent state agency. Just like state and federal departments of transportation, education and so forth are independent of each other. Here's their website: http://www.ohsep.louisiana.gov/ (for what it's worth, there are links for donations on this page). Also, would you be so kind as to provide a link to the Post coverage of this? The only Post I know of is the Washington Post, and a search of their site for "homeland security" and "Red Cross," which I assume would be phrases in the story, turned up nothing.

Homeland security is a fedearl office
The governor would have no authority to tell a federal agency to turn back water. If a STATE LEVEL office of Homeland security ordered the turn back of food and water, it was because they got direction for their higher....at the FED level. The Fox report is Spin. Learn the difference. The same report is written correctly in the Post.
