Hizhonner also decided to try and negotiate with the gangsters, most of whom were from up the highway in Detroit. He even told the police to bide their time so he could approach them in good faith. They responded in good faith by burning down a bar because there were no cops to stop them.

Followup to this: In attempting to defuse the rapidly degenerating situation, our beloved mayor went before the mob of rioters and reminded them that the Nazis had a constitutional right to march. Technically correct, but the mob went ballistic when he defended the Nazis. He wanted to be the peacemaker, the voice of reason, but picked the absolutely wrong thing to say. Mayor Ford, like most of the rioters, is black.

That march in Toledo by the Neo Nazis
was not about free speech; rather, it was all about inciting violence. Like you said, they had an agenda in mind. There's been talk about whether the city should have prevented them from marching but then decided to allow them to march because they'd otherwise have a lawsuit from our friendly ACLU.
