my take
I think a lot of old folks just get tired of worrying about how they look anymore after a certain age. And it just gets too hard to even try so they give up and figure that their appearance is just too trivial a matter to keep up. Or its just senelity, laziness and poverty that dictate dress and hygiene. And if it aches too much to dress or cleanse a certain way, maybe they just say, "screw it because I'm going to die soon anyway". I know that sounds depressing but I have a scary feeling I'm going to be the same way when I'm old.

Kushie - There ARE exceptions! My 92 year old neighbor, a former model,
dresses elegantly in every detail, every day! Every stitch she wears is clean and pressed. She's upset when one hair is out of place.

I used to
collect paper money from the houses and bungalows dotted around our village. One elderly man always appeared at the door in a vest and pants. The colour of the vests changed most weeks but he always had an egg stain running diagonally across the front. To this day I never have been sure whether he was careless / an artist / an early Trekkie.
