I agree with this.  I also think that we should have learned long before hurricane Katrina, and 9/11 to be more proactive when faced with eminent natural disasters.  Assistance to the victims of hurricane Andrew back in the 90's was even slower than that for New Orleans.  It's been a long time coming.
