I heard someone explain at length that they were too busy to speak to some ad thought they could have had the conversation in the time spent saying they had no time to speak

I suppose that depends on the circumstance?
I sometimes tell people I'm busy when they want to chat at my desk. If I don't, it would take a lot longer than 2 minutes.
