Unfortunately Diva, it isn't just Canada
My mom is in a state run nursing home here in the US and the care is just as bad... maybe worse. Everyday we battle with the nurses just to change her diaper in a timely manner (she is incontent and invalid - her liver has all but stopped working due to septisemia three years ago - her body rejected a knee joint but docs did not catch the problem until she was in a coma) I have showed up at the home and found a nurse screaming at my mom and I cannot afford to put her anywhere else. I have to insist that they do bloodwork when she starts having mental problems because of her liver not working.
Unfortunately, this is is the norm and not the exception in most state run nursing homes. You can hire someone to sit with your dad but that will get expensive quick. I wish I had a suggestion for you but short of reporting them to the appropriate agency, there is not much you can do.
I hope your dad stays well and send your mom my best. I know how stressful this is and my heart goes out to all of you.

I'm not sure what they do during regular visiting hours, I can only hope that this was an unusual circumstance since it was 11pm and they weren't likely expecting any family to be coming by.

I would say that as a matter of course, they should park such
vehicles at the rear of the building. Then no visiting family would have to suffer the shock.
