If the records went somehwere besides NSA, then USA Today still screwed up the story and printed false information.
I heard today that USA Today is now checking its sources, which they should have done thoroughly before running the story in the first place. Which leads to your next question: There was no NSA denial because USA Today relied only on unverified (and, evidently, unverifiable) sources that asserted what they wanted to print. I would also surmise that whoever they talked to at the telecom companies didn't have the information at hand to affirm or deny the allegations.
As for Bush, I would also surmise from his remarks that the database does exist, but that USA Today printed erroneous information about the sources of its information.

Everyday I open my AOL hoping to find a story that begins "Bush Adminstration Indicted for Crimes Against theUnited States Constitution and the People of the Planet"! To this day, no such luck! Give me ten minutes, a man with legal courage, and I will personally "perp" walk these people out of My White House!

You know the answer! Criminal activity leading to huge lawsuits! These giants know they will never be subject of criminal prosecution because this administration will never allow the specific information about these "wiretaps" into the public arena! So deny until the dust settles!!

Perhaps they provided the records to another agency ...
and not the NSA? They had a chance to deny the story before it was published and they declined to comment. Now, a week later, they come out with carefull crafted specific denials but refuse to answer questions. And why didn't Bush and the NSA deny the story????
