Read the President's plan at http://www.whitehouse.gov/news/releases/2006/05/20060515-8.html. Right off the bat, here are some differences:
Senate voted to requrie Mexican government approval of fence. Not even mentioned in speech.
Senate made closing the borders a very low priority. Bush put it first.
Senate does not address enforcement of its bill's provisions. Enforcement was a theme throughout the President's speech.
The Senate was ambiguous about English, as I discussed elsewhere. Bush wants it to be mandatory.
The Senate wants to give social security benefits to illegals who commit identity fraud in order to earn benefits. Also not even mentioned by Bush.
