Mlle, the states can try for changing their venue but it can be vetoed
by the party. BTW, Whenever we get the runaround at registration time on campus, we always carry a big green cigar and a lighter. If the secretary says you're gonna have to wait, we pull out the cigar and start making polite chatter with the other hand on the lighter. It always seems to speed things in a bureaucracy along! LOL

Who decides which states hold a primary and which states hold a caucus?
Cause I'd much rather vote in a caucus ... cause it's just a much cuter sounding name.
