good question!
I think I would give you a "vous" until you allowed me to switch to a "vous", it is a matter of friendship and trust, how close you are willing to get to another person; I always err on the side of caution the "vous" I prefer to be too formal rather than casual, out of respect for the other person's emotional space. It varies from person to person but I think it is a good rule of thumb and applies for most people.
I hope it answers your question. There are no hard and fast rules, it is all a matter of how well and how close you want to be as well?

in Tahiti they don't bother with vous, guess it makes life easier, dont know if it is a change in attitude people becoming less respectful or just plain lazy

Marie-Claire--- I understand completely your point about this. In my
experience, Spanish has become more informal over the years, with "tu" used more commonly than what I was taught years ago.
