You're right, Success - it *is* scary stuff!
Frankly, there are people for whom no amount of energy conservation will free up enough money for them to be able to pay their ComEd or Ameren bills. Sure, there are some people who can't afford electricity because they're so deeply in credit-card debt (the irresponsible types, IMHO, who don't want to admit to themselves how the banks are rooking them), but I'm not talking about those people. I'm talking about people who can't work for one reason or another, and maybe are on fixed incomes or otherwise don't earn a whole lot of money. You and your wife are lucky in the sense that you're both healthy and relatively young, and you both can find ways of earning enough money to get by and pay your debts, but not everyone is in those circumstances.

You're fortunate that you only had a 12% rate hike on your electricity. ComEd - Chicagoland's electric company - hiked its rates something like 22% or 24%. Ameren, which serves most of the rest of the state of Illinois, is said to have imposed a rate hike of up to 55%. The companies claim that Illinois' rate freeze - which was lifted on Jan. 1, 2007 - nearly bankrupted them. I don't know how true that is.
