I don't think it excuses incompetance either but it is a factor
In many cases, you get what you pay for.

I'm surprised anyone could even survive (in NY) on those meager wages.
I'm not sure that's really an excuse for incompetence, though. Especially since firefighters often make even less (or, sometimes, nothing at all).
