It's all in the telling.
Although some jokes and stories are funny regardless of who is telling them, often it is the teller who makes it funny.  I've known people who could read names out of a phone book and make you laugh.  Others are natural born butchers of good stories who couldn't make the funniest story in the world get a chuckle.
