Don't think he's an appointee Saul
It seems like he's been around for a few governors. Our current governor, Martin O'Malley has only been in office since January. I just mailed him a copy of this essay. That should get some action, but I'm not holding my breath.

Is he an appointee, jollyjeff? Look at the Bush administration and its
rampant display of compleat incompetence. Appointees placed in positions they do not belong. Your Mr. Stansbury seems to be one of these, whether appointed or not. A person placed in such a position should have some empathy and simply DO THEIR JOB...

they're good at one thing though - excuses.
I really agree on this - "he may as well do his job because he has spent more time and energy not doing his job than he would have if he'd simply done his job."
I usually say it takes the same effort to do a lousy job as it does to do a good job - so might as well do it well the first time.
