This is not looting.
Looting is indiscriminately taking things during a war or a riot; it's not stealing either, as certainly someone inside the building knows they are using the water. So it's more like violating company policy.

Call me old-fashioned...
(All right, you really didn't have to, it was rhetorical after all) but I think it is some form of stealing. A lot of places are on water restrictions and I would rather see Wendy's water washing dishes than cars.

But, frankly, that's only because he's on a rotisserie. Wendy is behind this somehow. I never trust somebody over the age of 13 wearing pigtails.
I have a feeling somebody who works the counters there was getting a free car wash at the expense of losing his job when the boss eventually gets wind of this.

Aside from a trifling concern over the term 'looting', which I associate with a more general, unrestrained, grab-whatever-you-can kind of activity, I fully agree with you! They were certainly
stealing,
unless they had permission from that Wendy's owner, which I doubt...
