Most likely...
The English instructions were written in Kuala Lampur or somewhere, and read something like this, "arrange into slot b the tab numbered a. Under dire warning, do not place in a hole." Or something like that.

If you turn the Japanese instructions upside down, look in the mirror
and squint, it reads English, I swear.
