Seeing the way customers top off the gas at my father's gas stations I can see why a law like that would occur. Really though it's a case of the minority screwing the majority.

"Top it off", means to add more gasoline to the top.  It's a law they are passing in Oregon to make it illegal to do that.

My daughter does house-cleaning for a living.  It’s good, hard, honest work.  I’m not sure I understood the new law that’s about to take effect about not being able to “top it up”. Wassup with that?
