Thanks for your comments. As Kabu wrote it is a grey area with arguments for and against. Pat thinks that as the situation in Iraq is improving it would be in the country's interest if good citizens were repatriated. According to the following report from Amnesty International the situation is far from secure.

Assuming the refugees are ordinary folks, law abiding and all,
it feels to me like it would make sense to let them work and support themselves, pay taxes in the new country, become contributing citizens. Keeping them idle in refugee camps is worse than prison, gives them time to worry and stew and it would be crazy-making. Sending them back to a war-torn country where they might not be safe might be better than just keeping them in nowheresville. Iraq, as I understand it now, is working toward peace and democracy, and could no doubt use a few more good citizens.
