Oh, I see, the clause containing "any" and "at least" exonerated the author from the likelihood that any phrase has wiggle room.

What is a law wihtout loop holes???????????!
Maybe we should use biblical phrasing: Thou shall not lie/kill etc... this way either you abide by the law or you break it, no dancing around it is circles as the new rage is.
