Just keep pressing on and staying with them until you get there. It seems they cannot be made to do things right and you will have to fill-in, like so many in my life.

I wonder you don't blow your top Sam it all seems so vague, but I can assure you I have found this is what happens with any project, everyone is afraid of carrying the can. Where is the spit on hands and shake when a man's word was his bond.?

It really sounds like a dog's breakfast, although my dog wouldn't touch it, LOL. One thing I don't understand at all: Why do you have to fix damage to the house (post, shingle) prior to owning it?
