It sounds like a racket of some kind, and makes me think the FBI and other agencies should work together better and follow up better on leads and suspects. I wouldn't put any real trust in the regulators.

There may well be regulatory problems. Having said that, no amount of regulation will prevent diasters or, for that matter, terrorist attacks...
