Yes - discharged or not doesn't seem to matter, Dr JPT.
Like the neighbor and his car - it's still considered assault with a deadly weapon, and a huge problem, which is what Bob has been aiming for all along, I believe.

Bob obviously needs help, CCT. Hopefuly he'll get it, and more hopefully
have to move! One doesn't make all your neighbors miserable without paying for it one way or another. Once upon a time he'd have been tarred and feathered and run out on a rail.

That's the problem, Naut - he doesn't come onto our property
but walks on the public roads that edge our properites. The police told me they could do nothing if his dogs are leashed, and he is on a public road. His dogs do come into my yard when they get loose though, but once again all I can do is call the police, and wait. Bob is the one actually who has been standing on the road taking pictures of us all. He was trying to get a rise out of the men and he succeeded. He knows I won't bite - I just laughed at him when he was doing that. We're getting a petition signed by all the people around here, and it will be presented to the Municipality, with copies for the police and the neighbour's lawyer before the court date.

Bob was looking to get someone in trouble, and that would be his revenge.
Whenever anyone tries to reason with him, he threatens to call the police. The poor cops must be fed up with him by now.

My brother is in jail now due to a weapon that he did not discharge. I think his wife and daughter have mental problems. They attempted to say I have them because am on my brother's side.

I don't think Bob would be very brave without his dogs, he sounds a sad kind of creature.
Perhaps when the court case comes up it might reveal the true situation. I don't think I would take Pat's advice , I can think of a few jokes now but I'll give you a little smile instead

Bob may be pitiful, as Pat suggests, but he's also dangerous, and I think he's beyond love and harmony and all that, and the cops are clearly not willing to do something until they have solid evidence that the guy is a menace.
I have to get back to my thoughts about cameras. If a guy like that showed up in front of my place, I'd have a video camera with a sensitive mic on him, recording his behaviour and of course his obscenities. And that evidence would force the cops to act! Of course, he might also take off and might not even try that stuff again, knowing that he'll be on candid camera...Oh, and he'd never get past me onto my property, LOL...
I wouldn't necessarily suggest that you shoud go out there with a camera - I don't know anything about his physical condition, but Helen's son might be able to do it...
And finally: Here in Ontario 'No Trespassing' signs are very useful, especially where property lines are not obvious. If you were to put up such a sign at a point where he ususally comes onto your property, with a (cheap!) camera on the sign and its vicinity, you'd get him the moment he crosses that line. Again, here in Ontario at least the cops would definitely have to act, and so would the courts.
Now, I know your laws are different, derived from the Napoleonic Code rather than from English Common Law, but when it comes to trespassing things might work similarly...

This ongoing crisis sounds like it is coming to a breaking point
one way or another. Be careful! Clearly, reasoning is not a strong point with these brothers. As to the ditch... it seems Bob is into histerical re-enactment.

Bob is a pitiful example of a man who needs to get laid. He needs
his thoughts to turn to love and harmony and away from spite. But at least we can all be happy for Helen and her dancin' floor.
Seriously, I hope the authorities act before something happens that can't be undone.
