It seems to be losing its appeal and validity, since many judges who should have been removed from certain cases remained . . .

Well Ms S.F. It is a word that has been omitted from most dictionaries, but I have a an old Shorter Oxford and it does imply what you suggest. Some words are used slightly differently in each country.Recuse ie. Make an objection-to object to 'a judge' as being prejudiced. A lawyer would probably give you his country's definition.
