No matter what kind of air traffic control people devise, there will always be the risk of crash and injuries. The paths these helicopters take shouldn't be as scrutinized as much as the skills and levels of training the pilots receive . . .

Well there is a 20mph speed limit in some towns here Bill and most have a job to keep to it, 25 sounds reasonable, but I guess that means thirty.
