I suppose it would depend on what they're working on! But either way, since pedestrians have the right-of-way in all situations, I would just assume avoiding them altogether . . .

I talk to myself now and then....especially if I see drivers who have no respect for pedestrians, wherever they might be.

No one has ever blown his horn at me when I took out the garbage, probably because I never spend more than a few seconds there. But even if I were to sit down there to enjoy the view, they might not. Of course, after a while my LSW would show some concern, to say nothing of the neighbors...
