Of course I agree with a lot you say K. frightened people either arm themselves if such an opportunity is available or try to keep clear of possible disasters. Nothing is easy
I remember the television crew built a mock up of a do it yourself nuclear shelter.
The volunteers husband and wife climbed down into the pit which was about the size of a couple of flat doors. There was a stack of tinned food and water as the viewers could see on camera. When they had been covered over for a few hours the wife optimistically asked 'Where's, the lavatory?, I expect the viewers found it really funny when the husband pointed to a bucket. A week later when released the husband said if there was an option he would sit on top of the shelter and take his chance.
