They need structured time. Regular as meal times so they learn to discipline themselves to study at a certain time of the evening.

Adolescents need good parents first! Then they need good teachers - downtown doesn't come in to the equation at all, and I really don't know why it would...

They need time to do their homework. They have so much piled into their lives, and learning to manage all of it is part of their learning curve. Most have sports activities, community activities, social activities, some have employment, and non-structured time should be monitored as much as possible. Homework has to find a place consistently within their daily planning. A parent should assist in guiding them toward balancing the overload, in my opinion.
