ISIS was created just as much by Obama's premature and foolish withdrawal from Iraq, as it was by Bush's invasion of Iraq. Bush at least eliminated one evil regime (that of Saddam Hussein). Obama called ISIS 'JV league' (junior varsity, a college sports term), and allowed them to strengthen by under-estimating them. How wrong he was!!
