Only if there is a car next to you. Otherwise, just move over so they can get to where they are going.

I would think that you are way past signaling at this point.

He has already decided to pull you over. No need to signal unless it is a necessary move to alert another car or a pedestrian.

I've been pulled over many times in my life. I don't recall ever signaling.

To be honest I've never thought about this.  I would think you probably should signal but I'm not sure how many people would think of this at the moment.
