I say it's more by the attitude in which they ask those questions than the questions themselves.

Good Afternoon
I would say yes! I like to work with contractors that are bonded and have a very good reputation. When our electricity needed to be upgraded I went straight to the Illuminating Company for a referral. I didn't want to take a chance because my family lives here and I'm afraid of electricity. The contractors did a wonderful job and we were very pleased. It was rather expensive but peace of mind made it all worth it. We also had our electric lines put underground and it's so worth it in a bad storm.

A lot can be learned from a few simple questions. When they hem and haw, and avoid direct questions it might be better to look around for a reputable contractor who not only answers questions but puts your needs and wants in writing.
