Why are all shopping bags now made at the mildew factory?

A few years ago I noticed the plastic shopping bags handed out by a few of the stores in the mall smelled mildewey. Then I noticed that the bags from any location of those chains, no matter in which mall they were located, were mildewey. Then I noticed this happening with the bags at more and more...
