I got my phone back!
It took some doing on my husband's part, but we got our dial tone back. We had to pay something upfront, and we ended up making arrangements to pay the rest of the back balance. However, my husband mentioned that the phone company "representative" with whom he made those arrangements was very rude and demanding, wanting the entire back balance at the time he talked to my husband (which is why I put the word "representative" in quotation marks).
