Why is it that lost and found departments seem not to function?

Sometime ago I found a wallet, filled with paper money, credit cards and membership cards. I found it in the ladies room in a hotel in New Hampshire when on vacation. Shining metal plow points in contact

with the good sweet earth. Yes, it is farming time here! We spent several hours preparing the fields, cutting last years grass with tractor and bush hog.
